booking resources: unnecessary option in 'add event', since users can't book resources by default

Bug Description
I want to book a resource as a normal user (not manager). When I tick the 'Book
Resources' option in the 'new event' form, I am taken to a follow up screen with
an empty 'Available Resources' box (because normal users don't have permissions
to book resources by default). This is rather useless and confusing.
Suggestion: If I'm not permitted to book any resources, the 'Book Resources'
option shouldn't be there in the first place.
Alternative suggestion: The 'Book Resources' option can be left there, but in
the following screen, under 'Available Resources' it should say "There are none
available to you", in case the user doesn't have any permissions to book any.

If it was a Mac (apple is good when it comes to UI)
The the checkbox would be disabled, and would ahve a comment near it stating
that you can't book any resources.
