User should be able to start and stop SchoolTool from System menu

SchoolTool should appear under System > Administration > Services so it can be started and stopped without using the GUI (in Ubuntu)

Right now, it seems like SchoolTool is picked up by the Services Setting tool, but not SchoolTool-2008, which is what you really need (I think...). I haven't been able to find anything about how Services Settings builds its list of services, though.
