time zone and schedule exception days

Bug Description
I set a specific time zone in the server configuration and when I add an exception day in the schedule of a section, it turns out that schooltool treats the new start/end time as UTC time instead of as the time in the time zone I set, which can be seen in the calendar of the exception day. I think this is a bug.

We recommend keeping the timezone at UTC. If this is ever "fixed" it will probably be by removing the option to change the timezone.
