Bug Description

The title at header (such as REPORT CARD) in all pdf reports is not translated.
Also the date format is not respected.

The date format wasn't respected because of the language settings at schooltool.conf.

The date format issue should be cosidered resolved. You just have to put your country letters together with the language of your choice as shown at schooltool.conf.

Another suggestion for the header trnaslation is to seperate the strings that are used in report headers. In reports the string is capitalized which causes problems in some laguages because of the tone system.
