view to add skills to projects needs a little love

Bug Description
If you select a skillset on the search form, the default should be to add all the skills (they should be preselected).
There also needs to be an option to select/deselect all. Or invert option, whatever is consistent with what we do elsewhere.

And, needs to be a way to remove selected skills if added in error.
