[Feature request] Scheduled backups for regular users and distinct profiles

Bug Description
When running the config-gui as normal user, the 'Time' tab is not visible, but this option is potentially very useful (I'd like to have it!).
On most systems, user crontabs are available as well, so it would be very nice and realitively straightforward to add user 'Time' support.

As a matter of fact, I had started a project to define a scheduling API and I intended to use it to implement this feature.
