We should allow transparent backgrounds, as both SWF and HTML(5) support this.
The existing code expects all backgrounds to be completely opaque, which should be fixed. This will mean honouring transparency in the New Project dialog as shown in the screenshots here, plus also in the image layer dialog for background, plus also allowing transitions for the background images.
