Copy-pasted cm-api is old

Bug Description

With reference to http://specs.openstack.org/openstack/sahara-specs/specs/kilo/add-lib-subset-cm-api.html , notice that our copy-pasted version of cm-api is old (8.0.0, now they are on 16.0.0)... unfortunately we can not move it to an external requirement because no Python3, no one is packaging it, etc.

But, we should find out if it's worthwhile to copy-paste a new version.

I wonder if upstream would accept the patches for Python 3 support.
