rpm should start routinely using pigz/pbzip2 if/when available

Description of problem:

I think it is a good feature to add the option for using parallele
decompression for installing the distribution and rpms
if Mageia detects a machine with more cores.

The parallele decompression / compression tools maybe activated
in normal use (Ark / Fileroller) because they are compatible to their pendants (example pbzip2 / bzip2)

This bug was filed against cauldron, but we do not have cauldron at the moment.

Parallel decompression is non-trivial to implement in rpmio.
For starters, most parallelized compression/decompression
is through CLI tools: most libraries do not have support for
parallelization.
