RFE: an LSB SDK-tuned version of rpmlint

Bug Description
We do already have lsbpkgchk for examining packages, but another
(complementary?) approach would be to have a prepared version of
rpmlint available, which applies LSB rules and conventions. pkgchk is
more concerned with correctness of the binary format, while rpmlint
in general is more concerned with "style" issues, and it might be easier
to handle some of those via an appropriately configured rpmlint instead.
Most distro rpmlints are useless as they're configured specifically for
those distros.
