Bug Description
Up to now, we've been advertising backward compatibility, and making it
possible for packages to declare a dependency on, say, "lsb >= 3.0" and
allowing it for LSB 3.1 and later. This worked because the actual ABI was kept
compatible.
LSB 5.0 will be the first version to break this via the deprecation mechanism.
We need a strategy to handle this.
