Roundup status batch import code must export whole set of bugs from a remote tracker

Bug Description
When performing a batch import of bugs from a Roundup tracker it is not possible to only import the bugs that we need. Rather, we must export ALL of the remote bugs and then sift through them to find the ones we want.
This is a bug in Roundup, but once the bug in Roundup is fixed the batch import code should be fixed so that only the bugs required are imported from the Roundup server.
