Bug Description
If an identifier was not found in the loco list the car list should be checked.
Update the locality if a match was found.

Using the wheelcounter option the consist
http://
could be updated automatically if every car has an identifier.
The consist length can be calculated and be used for excluding blocks.
The consist cargo can be used for selecting blocks.
