Bug Description

Spots need play order priority

This would require a play order defaulting to a first-come first-served basis (that is, ordered by DateCreated)

Traffic managers could then change priority in the traff schedule using up and down arrows to move around within the single time slot

This is done, however two things need to be checked in a simulated work environment:

1) Exporting of logs and whether they preserve priority properly, and

2) Playout order in Flywire and whether that's preserved.
