call windows shows "no signal", cant do and receive calls

Bug Description
the simcard is inserted. the network is up and logged on. the menubar indicator shows signal. the settings menu shows up all found network carriers and its "OK" that is logged into a network (the correct carrier yes).
head over to the phonebook, take a contact and try to call... the green button is shown.. no call will be done... the upper left corner shows "no signal" as text. the indicator is still showing network, the settings menu does the same.
if i call myself with an other mobile to the ubuntu touch device: it doesnt receive the call - does nothing. so whats wrong?
