Bug Description

- SLES12 creates udev rules like 41-qeth-0.0.1000.rules while the z/VM cloud connector code creates 51-qeth-0.0.1000.rules. There is a duplicate of udev rules for each qeth device. the z/VM Cloud Connector use the tools in each distro to create the proper udev rules
