logger 'stevedore.extension' has not handler

I have an app 'myapp' via cliff-framework.
I accidentally specified the incorrect import in my app 'myapp' and discovered that stevedore in extension.py has no one handler(in attach pic1 - https://ibb.co/9ZkVfSR). Therefore, the message is not displayed anywhere (in attach pic2 - https://ibb.co/Xz54xSj).

I added an extension.py handler (in attach pic3 - https://ibb.co/MnX7mJd) and the messages are displayed now (in attach pic4 - https://ibb.co/qCmrjS0)
pic5 - https://ibb.co/2NYcvRw - the module (myapp.simple) that imports the wrong "scripts"
Is this a bug or was it meant to be?
