senlinclient doesn't use region name

Bug Description

When Keystone has multiple Senlin endpoints for different regions, 'openstack cluster' commands do not respect OS_REGION_NAME and seemingly instead uses the first endpoint found. This was tested on version 1.4.0, 1.5.0, and master. The 'make_client' function does not appear to use region_name.
