Bug Description

for setting volume_image_metadata, we have cinder client command "cinder image-metadata <volume> set <key=value> [<key=value> ...]".

But there is not option available from openstack client.

    Add support for setting Image-property

    OSC does not support to set volume's image property.
    This patch will provide support for adding image property
    to existing volume.
