Bug Description

The oops reports should use the above the fold concept[1] to display in the first few lines the most interesting information of that report.

Things that perhaps should be above the fold:

- summary stats
- exceptions and exceptions types
- top 6 timeouts
- the pageid of the exceptions

The idea is to display information so when people glance over the report, they can easily identify if there're problems happening in their area of Launchpad.

I want to change oops-tools to generate a better html summary than we currently have. Use some CSS to position each important element above the fold, make the tables use a smaller font size (durations, statement counts, time out counts smaller), get rid of the TOC, things like that. We have lots of screen real state unused on the RHS.

I"m downgrading this to low - the above the fold aspect is interesting, but to really assist I think we need something more dynamic, and separately we've unpartitioned the teams, so 'area of LP' is a gone concept.
