Cannot resolve a url for deploy

Environment.deploy will error if the supplied URL is not fully-qualified. It must have a revision. But there appears to be no way to resolve a charm URL including the revision. The closest is Environment.resolve_charms, but this method is documented to not provide a revision. ("Note this does not resolve the charm revision, only series.")

I suspect this is why juju-deployer uses the Go juju client for deploying, instead of python-jujuclient.
