cinderclient lack of reset group-snapshot and group status subcommands

Bug Description

There are rest APIs about reset group snapshot status and reset group status. But CLI lacks of these two subcommands. So I suggest to add "group-snapshot-reset-state" and "group-reset-state" subcommand in CLI.
