Bug Description

by default, resource-list retrieves related links to meters... this isn't visible from client and it adds significant overhead to retrieve this information. we should stop retrieving it.

I have to say it is not visible in SHELL, but visible in python SDK, I agree to disable it, but better if we disable it BY DEFAULT

    slightly different from master as this does not disable meter_links
    by default to maintain existing functionality.
