None in order name or content type returns 400

Bug Description

In the client when an order is created with the name as None the order object will be created but when trying to store/submit a 400 will be returned.

This is still causing an issue for the test_create_order_defaults_payload_content_type_none test in python-barbicanclient. This was not caught before because the test wasn't very thorough.
