cli api to store unit local data

i'm noticing a few formulas using facter to add and store facts in a unit local manner. it might be useful to just expose this as a hook cli api for getting/setting values in a transactional (bound to hook exit code) manner. unit agent resurrection is going to need to have something along these lines, so exposing it to formulas ( in a namespaced manner) sounds like a win.
