No feedback on core quota being exceeded in openstack_s3

Bug Description
If the juju (0.6.0.1) bootstrap node takes up the remaining cores in openstack (canonistack lcy02) and I try to deploy further charms, I receive no notification that these charms will never be deployed. They sit in the pending state forever.
However, I try to run a new instance using euca-run-instances, I get the following message:
