Bug Description

Hp cloud rate limits deletes. Such that destroying environment errors out.

juju.errors.ProviderInteractionError: Unexpected 413: '{"overLimitFault": {"message": "This request was rate-limited.", "code": 413, "details": "Only 60 DELETE request(s) can be made to /{suburi} every MINUTE."}}'

If you wait 1 more minute, and try it again, can you destroy the environment again?

Sure, repeatedly calling destroy eventually deletes all of pay-for stuff.
Apart from I didn't double check last time and overrun instances =/
