"test_password" on IPMI always returns False on disabled user

When `Command.user_delete` is used on a user (user gets disabled) then when testing password of that user with `Command.set_user_password(uid, mode='test_password', password=<user password>)` always returns `False` even if the passwords match. I would personally expect either throwing error on disabled user or returning `True` either way.
