Bug Description
The rally-manage db command was deprecated in favor of the rally db command in rally 0.10.0 and was already removed[1].
We should use the new command to create the rally db.

Replace outdated command to create rally db
The rally-manage db command was already replaced by the rally db
command[1]. This fixes the outdated command still used.
