cache: inet6 prefix should not be enforced for backend not using python-memcached

Bug Description

Since the following change[1] was merged, inet6 prefix is enforced regardless of the backend used.

However inet6 prefix is required for backends dependent on python-memcached and SHOULD NOT be added when another backend like pymemcache is used
