Bug Description
With the current prometheus charm, as default it will install the prometheus package from snap.
In offline environment, using local resources are preferred, and this charm does not support local resources.
However, as an alternative way, apt is supported in this charm, but the package that is in main (xenial) is very old, and the ppa is still old as well (v1.5).

prometheus charm is deprecated AFAIU. Instead, prometheus2 charm should support Juju resources for .snap out of the box. See: https:/
