Bug Description
Currently to stop PQM we comment out the appropriate entry in cron. Items that are currently in the queue for PQM continue to process, and this can take a very long period of time if there are many items in the queue.
We need a script that shuts down PQM as soon as is possible in a clean fashion. Ideally it would be immediate - would halt the currently processing job, and simply restart processing that one when PQM is restarted. If this isn't possible, we need the script to stop after the item currently being processed has completed (i.e. before it begins processing any other items currently in the queue.

This is not the same as bug 70823 though they are similar. This is for an admin UI, that is for an underlying mechanism to affect the behaviour of the running pqm task.
