_periodic_instance_sync pvc to local: 'API' object has no attribute 'block_device_mapping_destroy'

When the customer tries to delete the volume from the SCE side, the nova sync program will maybe fail.

The root cause is : _periodic_instance_sync pvc to local: 'API' object has no attribute 'block_device_mapping_destroy'
