Bug Description

With latest neutron.common.config change, powervc neutron agent failed to start.

Traceback (most recent call last):
  File "/opt/ibm/openstack/powervc-driver/bin/neutron-powervc-agent", line 41, in <module>
    logging_config.setup_logging(config.CONF)
TypeError: setup_logging() takes no arguments (1 given)

    Update powervc neutron agent to match new change.

    neutron.common.config has changed setup_logging method signature.
    powervc neutron agent code needs to be updated
