Bug Description
When the customer uses the PowerVC driver to spawn a instance to the PowerVC, in some situation, it will have two instances with the same name and different metadata in the OpenStack database.

For the qpid issue of the PowerVC driver has been fixed, the possibility of this problem is low. Cancel this issue.
