Screen brightness resets after turning off the screen

Bug Description

1. Ensure auto-brightness is disabled
2. reduce the brightness to minimum
3. turn off the device screen
4. turn on the screen again

What happens:
Brightness level changes to the "default" value even though the slider shows its at the lowest

Bug 1327180 is the equivalent for restarting the phone.

This is working fine for me in build 162 on mako
I do see the reset at boot bug
