Can't query "auto brightness" state

Bug Description

In the System Settings design <https://wiki.ubuntu.com/Brightness#Phone>, we have a toggle to set the auto brightness state.

Toggling this amounts to calling setUserBrightnessEnable, but there is no place to query the current state in the powerd API as it is. This needs to be possible so that system-settings can present the current state correctly.

Actually we decided that system-settings is going to set a GSettings key which unity 8 will synchronise to powerd. But powerd's API should still allow properties to be queried, so this bug remains valid.
