if archives are unavailable, explicitly say so

Bug Description

Followup to #1444471.

On a Postorius list description page, e.g., https://lists-dev.cloud.fedoraproject.org/admin/lists/hyperkitty-test.lists-dev.cloud.fedoraproject.org/ , if the archive is available only to list members, we should say that. If there are no archives available (either because there's no HyperKitty installation or because the list owners choose not to archive the list), we should explicitly say that there are no archives available.

Suggested wording:

If they're only for list members:

(The current archive is only available to the list members.)

If there are no archives:

(No archives are available.)

@sumana if there is no list available to show or the user is not the admin of any list then it should be shown an message "there are no list available", right ?

Hi pjoshi. This particular issue in Launchpad is just about adding a link to the archives on a specific mailing list's info page in the situation that the user can indeed see that list description/info page at all.

Right now, if I try to go to a nonexistent list, like by hand-hacking a URL to https://lists-dev.cloud.fedoraproject.org/admin/lists/fudcon-planninggggg.lists.fedoraproject.org/ , I get a 404 ("The requested URL /admin/lists/fudcon-planninggggg.lists.fedoraproject.org/ was not found on this server.") That is fine. You don't need to add a new page explaining that the list is not available.

Right now, whether the user is an admin of lists or not, that does not matter towards this question -- if the user can see the list's info page, then we should follow the policy set by the list owner. The three archiving policy options for any list are Public Archives, Private Archives, or No Archives.
