Bug Description

Rather than handling multiple skins through the MAILMAN_THEME setting, the same effect can be obtained by installing alternate template/static file sets as pluggable apps.

You can name it as you wish.

However, I tend to feel that MAILMAN_THEME is obsolete only because we are suggesting the alternate scheme for skinning the UI.
