Bug Description
When updating a config
(eg increasing maxconn in extra_pg_conf which lead to https:/
the charm should flag a restart is needed (Juju status output?) then have Juju actions available to the operator to coordinate and perform the restart, including not restarting all the units at once.
A new config item could also be created to have an instant restart rather than just flag it, that should defaults to off imo.
