Allow clients to request a username

Bug Description

Per lp:1618248

While allowing any requested username to be used would be a security hole, it should be possible to allow clients to request a particular username if it is unique.

If a client connects expecting the default generated username, and it has been hijacked, it would be acceptable to block.
