Postfix should listen externally iff configured for receiving Internet mail

Bug Description
the Ubuntu master.cf file allows postfix to bind localhost only. As a result running "dpkg-
reconfigure postfix" and selecting Ubuntu box to be an Internet site has no effect. It is not
possible to force the system to receive mail except editing master.cf by hand.
Why not mention this trap in documentation, why forcing people to fiddle with master.cf ? Why install
postfix at all ? Procmail would do the same job.

the postfix postinstall needs to be taught to deal with master.cf as well as
main.cf on dpkg-reconfigure.
(Note that procmail and postfix perform two completely different functions,
however.)
