Keyboard and Touchpad not working on Convertible Laptop

Bug Description

The laptop keyboard doesn't work at login or in the de. If I CTRL+ALT+F3 from an external USB keyboard to a terminal the laptop keyboard works. An external USB keyboard works everywhere.

The Laptop is in Tablet mode, even if it is really not.

As a Hotfix, this works:
create the file /etc/libinput/local-overrides.quirks with the following content:
[EliteBook Disable Tablet Mode]
MatchName=*HP WMI hotkeys*
MatchDMIModalias=dmi:bvnHP:bvrT93Ver.01.09.10:bd05/18/2022:br9.10:efr56.55:svnHP:pnHPEliteBookx3601040G8NotebookPC*
ModelTabletModeSwitchUnreliable=1

I was unable to run ubuntu-bug <packetname>, as all packages i tried are somehow not Pop! maintained packages.
