Employment Identification should be instantiated only once

The module Employment Identification needs to record data only once and only edits should be allowed (like Demographic Module). Currently, it still gives the possibility of adding another employment id even if the ids have been set.
It has to be limited to only one instance: once the data have been entered only edits can be done and the link Add Employment Identification should disappear.
