No Launchpad PPA for POL

Bug Description

Launchpad is a common resource for Ubuntu users to install and update non-repo packages. It makes sense to create a PlayOnLinux PPA via Launchpad for those wanting the very latest releases.

This should also resolve the authentication key issue (see http://bugs.playonlinux.com/en/issue-90.html and https://bugs.launchpad.net/playonlinux/+bug/693703 and http://www.playonlinux.com/en/topic-2863.html).

Since PlayOnLinux package are signed we have no plan to use PPA.
