input offset from xp pen graphic tablet

Bug Description
using an xp-pen artist pro 13.3
there was an issue with the cursor having an offset down-left from where the pen touches the tablet.
it doesnt just affect pen/pencil but the entire program.
doesn't seem like the tablet is the issue from the fact that opening ms paint will work normally without any offset or other error

I don't have the hardware to test this out, but it could be an issue with the GTK libraries perhaps? Pinta itself doesn't do any tablet-specific handling
Trying another GTK-based program like Inkscape could indicate whether this is the issue
