Bug Description

photos agg scope: com.canonical.scopes.photos 1.43.1

The Flickr login result is mixed together with photo results making it hard to notice. See attached screenshot.Login result is the first and left-most result.

Other scopes provide *either* a login result *or* photo results. Each different case has a different layout, but you only ever see one of the above at a time, so there is only one category containing the complete child scope.

But if you are not logged into flickr, you get a login result AND photo results (the photo results are not associated with your account). And as noted they are all presented in the same category, which means the login result is presented as if it is a photo, and it is therefore hard to detect and inconsistent with other login result presentations.

Some options:

1) Don't show unauthenticated flickr results (like the other child scopes fb photos and instagram). Instead, show *either* the login result *or* authenticated flickr photos. So there is only ever a single Flickr category. Note that even when not logged in to Flickr, the user can click the link and show the flickr child scope and it will show photos even when not logged in (after the login result).

2) Use two categories for flick in Photos agg:
Cat 1: Login to Flicker. This category only displays if the user is not logged into flickr. It can contain only a "Login to Flickr" result.
Cat 2: Photos. If the user is logged in, this shows user Flickr photos, else it shows photos not associated with the user.

Option 1) is simpler and consistent with other child scopes.

I think this decision needs product manager input.

Adding notes from chat with prod manager Joe:
* we do want photos displayed even when not logged in to improve the demo experience
* we might therefore create two flickr scopes: one for authenticated experience. this would follow model of other similar child scopes like fb photos and instragram. One for unauthenticated experience. This second scope would always provide pictures and would never provide a login result.
* Using two scopes like this would allow sufficiently fine-grained user control in agg scope settings
