Bug Description

We have this prctl system call
https://github.com/percona/percona-xtrabackup/blob/86868516c14b2e36b9691c737ac9825332ba1ccf/storage/innobase/xtrabackup/src/xtrabackup.cc#L6893

but prctl is not supported in "bash for Windows".
It would be nice to make this call optional, or to not execute it in "bash for Windows" - it would make it possible to run xtrabackup in some windows environment.

I think we might not need it anymore because there is no more "innobackupex" wrapper script.
