Add an INFORMATION_SCHEMA.KEY_CACHES table

Bug Description

MySQL doesn't have any way to know that there are multiple key caches in use. Add an INFORMATION_SCHEMA table that shows all existing key caches and the important configuration and status variables for them, such as the size, free space, block size, and so on.
