Bug Description
If init has not yet been run, rc.local will wait until hudson returns 200 to start the mercury_init job. However, if hudson doesn't start (or is on a different port, or can't be reached for another reason) it will wait indefinitely.
We should probably add some kind of failsafe to move on if it can't reach hudson after a certain wait time.
